A statewide public safety agency responsible for supervising parolees and probationers manages thousands of cases across both urban and rural jurisdictions. The agency’s specialized warrants and extraditions unit is tasked with locating and apprehending individuals who have absconded from supervision, including those charged with or convicted of committing serious violent crimes.

The unit receives fugitive cases from field offices throughout the state and works to locate individuals who have failed to comply with supervision requirements and are actively avoiding contact with authorities.

Challenge

Following the COVID-19 pandemic, the agency experienced a significant increase in absconder cases. As supervision disruptions and operational challenges accumulated, the warrants’ caseload grew rapidly.

Many of the individuals entering the unit's workload had been out of contact for months or even years. Investigators were tasked with locating offenders associated with serious felony offenses while working through a growing volume of cases spread across multiple jurisdictions.

Locating these individuals often required investigators to piece together information from numerous sources to identify current addresses, property ownership records, vehicles, associates, and other indicators of a subject's whereabouts.

Results

In one case, investigators used idiCORE to discover a fugitive residing in Guam — more than 6,000 miles from the agency’s home jurisdiction.
